Landau-Siegel zeros over a base field and effective Brauer-Siegel
The paper proves an effective version of the Brauer-Siegel theorem for class numbers of Galois extensions K over a base field k. It achieves this by establishing effective lower bounds on real zeros of Dirichlet L-functions associated with quadratic extensions F/k, which are then used via Stark's reduction to yield explicit, computable bounds for hKRK.
