Small area learning
Small Area Learning (SAL) reframes Small Area Estimation as a multi-target semi-supervised learning problem. It allows estimation of area means using common and area-specific components to 'borrow strength' across different data areas, regardless of the specific prediction model used. The framework provides unified estimators that explicitly reveal the bias-variance trade-off inherent in correction methods.
